[Halld-physics] Monitoring Launch 2018-08 ver07: low-energy running

Dear Colleagues,

We completed a monitoring launch over the full period of low-energy 
running in 2018-08 with the halld_recon branch 
'recon-2017_01-ver03_2018patches 
<https://github.com/JeffersonLab/halld_recon/tree/recon-2017_01-ver03_2018patches>'. 
The usual monitoring plots can be found on the web pages:
