[Halld-physics] Monitoring Launch 2025-01 ver13

On more issue that Simon pointed out to me.
The ECAL timing is way off for all runs. It is around 6.6ns
this is so far off that it barely fits into the monitoring histogram.
I looked at two separate histograms and both yield the same result
of a big offset:
"HLDetectorTiming/Physics Triggers/TRACKING/ECAL - RF Time
and:
Independent/Hist_Neutrals/ECALNeutralShowerDeltaTVsE

At this point I have no idea why the ECAL is so off.
