[Halld-pid-upgrade] FDIRC Working Meetings

Lubomir and Curtis,
If there are developments in cluster counting, I would prefer they be discussed at the PID upgrade meeting. I would like to hear about them (and I can't if we're having a working group meting on Thursdays).
The problem is not the duration of the meeting but the frequency of a biweekly meeting is not sufficient for the task at hand. The off-week sees the time slot occupied by the installation meeting, so we moved to Thursday, knowing that there is a tracking meeting, but thinking the overlap of the small group working on the proposal and the tracking group was zero.
