The RICH TDR (Sec 8.4.6) http://www.lnf.infn.it/~mirazita/RICH/RICH_TDR.pdf has some information on the power and temperature they expected.  They have an upper limit of 400W of power for 400 MaPMTs, so ours would be half of that ~200W.  Fig 48 shows the increase in temperature by ~20 degrees C they measured with the electronics on.  So that provides a benchmark for the cooling that would be needed.  I need to look more into there more recent documents/presentations to get a more updated estimate.

I think the shielding fits naturally in the focusing box section of the budget since it's essentially an extension of the box.
