[Halld-pid-upgrade] FastDIRC simulation paper

Dear all,

Please find a preliminary draft of a paper that documents the fast simulation method we developed, now called FastDIRC, here

Our plan is to submit it to the arxiv and then JINST in the "near future".  John still needs to populate the github repo, and we need to fix Fig 3 with the updated Geant-based simulation results.  Otherwise, this is fairly complete.

I guess now that Justin has submitted to arxiv his document on the GlueX DIRC, we can cite that (it wasn't public when I wrote this draft originally).  Is that the only GlueX DIRC reference we want?

Similar question for BaBar, Panda, FDIRC --- are there missing references that we should add?  These are mostly documented in very many conference proceedings, so it's not so easy to know what should be cited and what is just a rehash of something else.
