[Halld-pid] CAEN VX1290 and DAQ compatibility

Folks,

Just talked to Dave Abbott of the DAQ group. He says there is no 
impediment to using the CAEN VX1290 in our data acquisition. It supports 
event blocking, and they have a way of distributing trigger signals to a 
crate of boards of this type. He cautions against mixing these TDC's 
with other types of boards in the same crate for efficiency reasons.

Hall B will be using these TDC's and support for their use in CODA-based 
systems is already in the plan.
