[Halld-pid] CAEN VX1290 and DAQ compatibility

Hi,

Use of this board in the Hall D DAQ will have to be carefully 
coordinated with Fernando, and with Alex if it will be part of the 
trigger system or if there are unusual requirements for delivering the 
trigger to it.

Further, if we decide to use it someone will have to present the full 
plan and board details to the Online group.
