[Halld-pid] [New Logentry] TOF PMT TDC response

Hi Sasha, Beni,

I took some measurements on a spare splitter which is well matched to 
the coax cables and there are no reflections. Reflections are possible 
if the devices (fADC250, Discriminator, Splitter) have been incorrectly 
assembled.
