[Halld-pid] [New Logentry] TOF PMT TDC response

When the DAQ starts the discriminator values are set according to the 
values in the
configuration file. Currently for the TOF the threshold for the 
discriminators in
the configuration file are set to 30 and 50 for the TDC and Trigger 
outputs respectively.

The only time you have to worry is when the DAQ is not running, then 
anything can happen.
