[Halld-pid] no start counter meeting, Thu. Sep. 6

Folks,

I will not be available to chair a start counter meeting at our regular 
time tomorrow. I am therefore setting the default state of the meeting 
to "canceled".

On the other hand, there may be issues to discuss since we did not meet 
the last time. If so, let me know and I will schedule an alternate time. 
Or we can discuss via email.
