[Halld-pid] Start Counter performance

Hi All,

to my dismay I have to report that the issue with the start counter 
timing is most likely
related to a gain problem with the detector.
the two attached plots files show the DeltaT = t_paddle - RF_t of paddle 
2 at two different
z positions along the beam z=60 (straight section) and z=90 (nose section)
and below the 2d plots is the projection to the horizontal axis.

one can clearly see that the gain is way lower for run 111145 while for 
the other runs
40k to 90k the gain is much larger.

I do not understand why that is because the HV read back is pretty much 
the same for
all runs. This leads me to believe that either the HV modules are lying 
or somehow the
connection of the HV to the detector is not done right.
