[Halld-tagger] beamline motors in Hall D

Hi Hovanes,

It seems that the tagger harp motor should be under
the accelerator control. I doubt that they would let
us put smth. to the electron beam before the radiator.
Jim Stewart wrote an interface doc describing sharing
responsibilities - it should be on the DocDB.

It would make sense to discuss this issue with accel.
guys again.
