[Halld-tagger] fast amplifier reference for timing with SiPM

Hello,

Here is a reference describing work to develop a low input impedance amplifier for a 3x3mm Hamamatsu SiPM.  In tests with a laser, they measured 270ps after time walk corrections.  With sodium iodide they measured 390ps, but there might be crystal size effects in that number.  Their model predicted 148 ps.

They call their input impedence of 20 Ohms "small".  Our design is in the range 10-15 Ohms, depending on how much power you are willing to put in.  It could be lower, maybe as low as 8 Ohms, but I would then have to worry about ensuring things stay cool.
