[Halld-tagger] request for patch panel from collimator cave

Hi Eugene,

OK, I will take this responsibility and as I had on my ETC. However, I 
insist that I must have a specifications sheet on the electronics prior 
to the start of this project. This must be one milestone set early in 
the project.

Alex, please add a Specifications for Electronics milestone to the SOW.
