[Halld-tagger] request for patch panel from collimator cave

   At this point we did not make concrete plans (in money and manpower) 
for copper
cables and panels going to the counting house, but we do have conduits 
to run a limited
number of cables  to the counting house. So far there was no request 
from any group for such
cables.
   For controls of the collimator table and converter, we will need to 
install controls somewhere
in the racks in U1 location, preliminary in U1-1 rack according to 1452 
in DocDB.
As far as remember there is a cable tray on the north side of the 
collimator cave going
into the hall.
    I also think rates from any scintillators can be monitored using 
discriminator/scaler
modules a couple of which we ordered (and a VME crate) for these type of 
applications.
   I would suggest that the question how to eventually handle the cables 
from the active collimator
needs to be discussed with folks from  accelerator division since they 
need to run cables
from the analysing device to their magnets.  Can this be done in the hall?
   But I guess we should add this capability during this ETC, if allowed.
