[Halld-tagger] Fixed-array PMT testing

Hi,

I put a writeup describing our high-rate performance
studies of a Hamamatsu H10580 PMT assembly to GlueX-doc-2125.
The results are preliminary.

Vladimir Popov, from the radcon department may officially
work for us for a few weeks now. He is going to implement
a divider-based amplifier and will also modify the H10580
active divider accordingly. The procurement scenario we
are currently discussing is to purchase bare R9800 tubes
from Hamamatsu and design/fabricate the divider and the
amplifier ourselves.

The R9800 seems to be a good tube  (with good timing
characteristics)
