[Halld-tagger] Focal plane distance and fringe field

Here are some quantitative results for the focal plane fringe field on 
the center plane.  (The Tosca map extends only to y = 1.5cm, where the 
difference from the center plane is negligible at these distances.)
Note that beyond E_e ~ 5 GeV, the focal plane extends beyond the end of 
the magnet.
