[Halld-tagger] photon beam working group meeting this morning

Photon WG members,

I suggest that we go ahead and have our regular biweekly working group
meeting this morning, even though there is a collaboration meeting later on
this week.  There are things we need to discuss that are not going to come
up at the collaboration meeting, and there may be things that we need to
raise at the collaboration meeting that we should discuss within the group
first.  I have put a draft agenda in the usual place on the wiki.  Please
modify as desired.
