[Halld-tagger] updated simulation of Tagger Hall

Hello Todd and all,

I have now completed my overhaul of the Tagger Hall simulation with the
latest information from the drawings and magnetic field maps. I have
checked the changes into the subversion repository, and have written up a
new wiki page describing in detail how to obtain the code from the
repository, build and run it, and how to use it in interactive and batch
mode.

This is all very new, both the revised geometry and the documentation, so
