[Halld-tagger] TDR question

Hello Mike,

As the editor-in-chief it is your call, but I hear from others that we are
breaking up the long chapters that we had in the CDR and making separate
chapters for each detector system.  If there is a separate chapter for the
start counter, certainly there should be separate chapters for the pair
spectrometer and the tagger.  I believe that there is enough material on
each one to justify separate chapters on each of the following:

   1. polarized source
   2. tagger (includes magnets and instrumentation)
   3. pair spectrometer (includes magnet and instrumentation)
   4. photon beam instrumentation (includes active collimator, primary and
   secondary collimators and associated sweep magnets, profile monitor, total
   absorption counter, triplet polarimeter)

I also think that breaking these into separate chapters will simplify your
job of trying to get people working in parallel.
