[Halld-tagger] graph of power supply PPM/E0 vs electron beam energy

Since the NMR probe is not in place, I thought it might be useful to 
combine all the information I have (Config. 1 and 3 calibrations and 
maps, and Tosca calculations normalized to the data at 12 GeV) into a 
plot that should allow one to predict the power supply PPM value needed 
to bend the electron beam by 13.4 degrees to the dump at any beam 
energy, assuming that the hysteresis procedure is the same as Tim used 
during mapping.

The PPM/B values for configurations 1 and 3 are consistent to about 
0.1%, so that should be the error bar -- about equal to the data point 
size on the plot -- except well above 12 GeV, where the 1.7 Tesla field 
requires ~0.6% more current than the Tosca curve predicts.
