[Halld-tagger] active collimator drawings and images

Hello Elton and all,

At the photon beam working group meeting today, I promised to circulate
specifications for the active collimator that include the inner and outer
radii of the tungsten wedges.  I have created a new page on the wiki (see
link below) that contains all of this information. If there are things that
are missing there, please let me know and I will add them.
