[Halld-tagger] Quad magnet MQPAD00M at -4.2 A ???

Hello Joerg,

Yes, the quadrupole field strength should scale with the tagger dipole
field, in order to keep the optics as invariant as possible. With a 8.9 GeV
beam, the field in the tagger quad should be reduced from -4.2A to -3.1A.
