[Halld-tagger] [EXTERNAL] photon beam working group mtg

I'm also unable to attend today; one of my new meetings clashes with the 
meeting time.  With regard to the NIM section, I've implemented most of 
Alexandre's proposed corrections, and working on the remaining ones in 
my free time.  I've also started placing some of Dan's tagger field 
analysis archives onto the docdb.

Still waiting on some requested inputs from Alex A (rho asymmetry as 
polarization monitor), Justin (historical use of ANB fitting in GlueX 
commissioning/phase I) and Richard (diamond selection). There's a couple 
more people I need to reach out to for some minor clarification of one 
or two more details (installation of the Tungsten plate, descriptions of 
the high and low current BPMs, etc.) and the merging of sections 2.8 
(TAC) and 2.9 (flux normalization), which has been suggested by several 
people.

Sounds like a lot, but it is coming together nicely, and I'm happy to 
continue to lead this while I settle into my new post.
