[Halld-tagger] [EXTERNAL] photon beam working group update

Hi,

Here is my TPOL update:

* Verified that the standard TPOL trees from cooking, while different in
structure, yield the same results as the Nathan Sparks TPOL trees I have
been using

* Downloaded 2021-11 TPOL trees

* Plan: Will start processing TPOL trees for RunPeriod-2021-11 within a week
