[Halld-tracking-hw] HV settings and flow

Hi Beni,

Here are some settings:

Ar/CO2   |   HV
================
90/10    | 1450 
80/20    | 1700
70/30    | 1750


I hope I did the math right but we had the gas runnig at 24 CCM, which 
would mean: 130 volume changes/24h.

Volume of the detector: (4straws)*pi*(0.8^2cm^2)*(30cm) +
                         (2plena)*pi*(+-2^2cm^2)*(+-1cm)
 	                = 266 cm^3
