[Halld-tracking-hw] Report on the new preamp ASIC and Card- GlueX-note-1364

Hi Gerard,

I only have 3 boards at the moment and will send one to Mitch for 
further characterization (noise, etc.) Next week, I will try to have the 
other two boards tested with the FDC full scale prototype for a few 
preliminary tests. Once that is done, I will send you one. Certainly, 
this will help in settling the final design for the fADC125.

I'm also in the process of getting a few more boards fabbed and 
assembled but that will take a while longer.
