[Halld-tracking-hw] End plates

Friday at 10:30am works. The question is do we want to have the discussion
sooner? We clearly want the holes drilled by the vendor, and my take is 
that
given that people have considered what was bounced around over the last two
weeks, the only one who can really say what will work is Slava. The plate is
really too busy for the rest of us to know about this.

  My take is that we need the grounding holes and some additional holes for
standoffs. As long as those are placed, then we should be good.

  As per earlier dates, tomorrow does not work for me, but most of Wednesday
from 10:00am till 3:00pm works. Thursday is good after 1:30pm for me.
