[Halld-tracking-hw] Straw tubes

I spoke with Patrick Hester from Lamina this morning. He believes the 
scratching problem is fixed. He is working on packaging in the meantime. 
He is having 250 straws made and plans to ship in 2 weeks. After our 
discussion, it seems it may not make sense to send someone to Lamina 
because we will still need to look at the condition after shipping. He 
can send pictures of the straws under a back light so we can see before 
they ship. If all looks good, we can have them do the production run 
while the straws are shipping. Once the shipping condition is verified, 
the remainder can be shipped. Does this sound like a reasonable plan?
