[Halld-tracking-hw] Carbon fiber endplates and plastic feedthrus

Hi Naomi,

I know the previous email said that all the holes in the carbon plates 
will be reamed. I assume a .4375 inch reamer? At the same time, the 
plastic feedthrus that are inserted into the holes are being corrected 
to bring them within the .4360/.4345 inch required diameter. This will 
mean there will be .0015 to .003 inched diametrical clearance between 
the parts . This is just a heads up since the original requirement was 
to have these a line to line fit.
