[Halld-tracking-hw] Carbon fiber endplates and plastic feedthrus

Hi Tim -
I thought we agreed that the plastic feed-thrus were ok the way
that they were. We
agreed that we would ream out the end-plate to spec (0.4375) to
accomodate them and all
the fits would be good. We did not want the OD of the new feed throughs
changed.
The only change that we wanted was the ID of the pin holder
increased (to just shy of 0.050)
in size to accomodate our chain for stringing the wire.
I indeed hope that we have not changed the feedthrough OD, we
definitely did not want
that done ....
