[Halld-tracking-hw] Update on the review information

  Hi Everyone,

  I have done some substantial work on both organizing the CDC 
documentation and
the  review wiki page. All the documents on the CDC construction are now 
on their
own page which is linked both to the CDC page and the Readiness Review 
Page.

This new page not only provides links to the documents, but also trys to explain what
they are.  Also, please note that most of the first-phase assembly documents have
been updated to include an opening page that details the following:

1) General Procedures
2) Training Procedures
3) Cautions
4) Safety Issues
5) Q&A tests
6) Data recorded

Also note that as we move to procedures that occur later in time, the procedures
are labeled as preliminary. This follows are stated method of developing and
documenting the procedures and training in conjunction with the entire construction
team when we reach a given phase of the project.

While these documents have for the most part existed for quite some time, getting them on the portal and then organized on the Wiki has been a bit of work. I am however getting
close with all of these.
