[Halld-tracking-hw] glue in drift chambers

We have found that the glue has been used to seal the gas volumes in the
Belle
drift chamber as well as the ATLAS muon chambers. A quick search seems to
indicate that it is pretty commonly used. We would not have this glue in
contact with
electrical connections, just sealing gas volumes. As far as I can tell
from the literature,
it has been successfully used in a number of chambers.
