[Halld-tracking-hw] Tracking meeting on Wednesday

I've linked my latest wiki page on attempted dE/dx with the CDC prototype
to the agenda.

This is using measurements with cosmics, with the prototype horizontal and
tilted at 30 and 45 degrees to horizontal in order to increase the path
length through the straws.
