[Halld] run conditions table

Hi all,

I've updated information in this table on the trigger type and beam current
& energy, and also filled in some other holes in the table.  The
presentation is still a bit rough, but it is regularly updated with new
runs, although some of the conditions will only show up later right now.
Mark has also linked this on the front page of the wiki.

Please let me know if there is any other information you'd find useful to
have.
