[Halld] run conditions table

Dear all,

One further update on this subject:  for those interested in using the data
in this table to create batch jobs or otherwise process it in some sort of
script, the full information in the table is being updated every ~day, and
can be found in tab- or comma-seperated format either on disk at:


   /group/halld/www/halldweb1/html/online/run_info/{runinfo.tsv.txt,runinfo.csv.txt}
