[Halld] offline monitoring and 2-track skim results

Dear collaborators,

The results from the weekly running of the offline plugins are
now available online.

Results are available for runs 940 and higher, and new runs
will continue to show up on the web pages through the cron job.
The version shown in the web pages is ver06.

of the results.
