[Halld] Update on the Fall 2015 run

I have looked at the HCO list and what still needs to be checked off:
start counter - detector
DAQ/trigger on most systems
beam monitors - detector/control
PS - beam/detector
PS magnet
If you are responsible for one of these systems, please update the
status. If you have any questions or issues with the process, let me know.
