[Halld] offline monitoring, REST results

Dear Kei -

  were you able to obtain information on performance of the jobs on the cluster
during production? I am really anxious to be able to include this information 
in the software review in two weeks, so getting these statistics should probably be
pretty priority.

*) Peak number of cores/threads  occupied during production.
*) Average number of cores/threads occupied during production.
*) Number of threads per job at which production was run
*) Information on latency in loading from tape.
*) Other statistics that may be available?
