[Halld] offline monitoring, REST results

Dear Curtis,

Mark has supplied us with a mysql database containing detailed
info for the 7300 jobs launched on ifarm65 last week.

I will give a talk at the calibration meeting today
and show what I have learned so far, including the points
you mention.
