[Halld] plugins moved

Hi All,

 As Paul threatened at the end of last week, I’ve moved all of the plugins (both online and offline)
into the sim-recon/src/plugins directory. The build scripts have been updated to reflect the change.
If you run into any issues, please let me know right away so we can try and stabilize the code
prior to the switch to Git tomorrow night.
