[Halld] PAC43 closeout

The PAC43 results for the proposals are attached. Out of 8 proposals
there are 1 C1, 4 C2-s and 3 D-s (nothing fully approved).

The full report is expected in a week. It will contain the full info
on the LOIs as well. The LOIs were discussed briefly during the
closeout, no recommendation was given. My impression is:

LOI12-15-001 (KL) More needed: Comparison with existing competitors
(K+/- beams), background from interactions of a wide-spot KL beam
outside of the target.

LOI12-15-006 (omega T/L) The physics case needs to be better
explained.
