[Halld] offline monitoring, REST results

Dear collaborators,

Results from running the online plugins from last Friday
(February 27) are now becoming available online.
We ran over all hd_rawdata files taken in the fall (~7000 total).
The version shown in the web pages is ver11.

Please note that the web server has changed from halldweb1,
and if you use the old server name some things may not work.
