[Halld] Update on Hall D commissioning

Dear collaborators,

The accelerator is currently commissioning the RF separator that will allow it to do high energy multi-hall operations. The soonest this can start is this Thursday (03/04/15). It is however unlikely that the commissioning will be completed by then. In that case, beam will be delivered to only one Hall, likely Hall A. If establishing the beam to Hall A turns out to be inconvenient, or any other problem, then the beam will be for Hall D. Given the small chance of this, shifts are on standby until Monday, 8am. If we get beam before then, local volunteers and the experts that need to be present to manage the initial beam restoration to the Hall will man the counting room. Beni Zihlmann, the PDL, manages manning of the counting room.
