[Halld] Update on Hall D commissioning

Dear collaborators,

The present plan is to lock the Hall and the tagger at 4pm Monday, March 9th. All shifts until then are cancelled. Shifts will start at 4pm for both the Shift Leader and Shift worker. We will start with restoring the electron beam, then the photon beam. Next will be the energy/position locks/feedback commissioning. This should improve the stability of the electron beam on the radiator, and of photon beam on the collimator.
