[Halld] Hall D Solenoid Status

After the quench:

The plan is to test the magnet again. The cooldown started yesterday.
The warmest coil - Coil 4 - is at about 36K now. The full cooldown may
take about 10 days.

The first round of testing shows nothing special. The resistances of
the coils and the taps' voltages look normal for the given
temperature.

The details of the test plan will be finalized in the coming week.
