[Halld] Offline monitoring results, 2015-03 ver19, 20

Dear Collaborators,

We had a mini offline monitoring launch (ver19) last week to
confirm a bug that Beni uncovered for the TOF TDC shift.
A full offline monitoring launch (ver20) was started last
Friday over the full Spring 2015 data. Due to the bug fix,
the TOF matching efficiency is now close to 100% for all paddles,
whereas previously the maximum was around 83% (5/6).

The results are now appearing on the monitoring webpages:
