[Halld] offline monitoring status

Dear Collaborators,

As Sean mentioned at the Calibration meeting, we have decided to
abandon the previous offline monitoring launch (ver13) since more
than half the jobs were unprocessed after close to two weeks.
There were several system-wide issues as well as problems with the
job setup, and my attending a conference in Japan has made it
difficult for me to work on the issues.

Therefore the most current version of complete offline monitoring
is still ver11, which was started on August 7 (ver12 was over a subset
of the data to test the new code for fADC emulation). The results of
ver13 are shown at the usual places, but statistics are lower.

I will start a new launch this weekend (ver14) which will hopefully
run much more smoothly. If all goes well, I will also run over the BCAL
cosmic runs that have been requested.
