[Halld] Hall in restricted access, but locked until morning

Folks,

MCC transitioned the Hall to restricted access this morning as part of 
their PSS certification. We requested transition to power permit at the 
end of the day, but the sweep did not get done and staff is not 
available to do it until tomorrow morning. So we remain in restricted.

To prevent inadvertent access to the Hall the crew chief has locked the 
door from the counting house to the Hall magnetically. It will remain 
locked overnight until the morning when we can go back to power permit. 
The door at the top of the truck ramp is already locked (conventional lock).

Note that in an emergency we can have MCC release the magnetic lock.
