[Halld] Vacuum recovery underway; shift status change

Folks,

At the 1:30 MCC meeting today we heard that the vacuum feed-through has 
been repaired and re-installed and vacuum is holding. Pump down is 
underway. When vacuum is recovered cool down of the cold box can start.

Even with this good news, we will not be running tomorrow. So shifts are 
now canceled for Thursday, March 24, and shifts are on standby for 
Friday, March 25.
